Plus, Donna was quickly able to qualify for the generous Panamanian pensionado program.
Now, the rules for becoming a "pensioner" and qualifying for this visa program in Panama are probably not what you expect.
Anyone over the age of 18 may apply and qualify as a pensionado in Panama, provided he or she can show evidence of a guaranteed pension income of $500 per month ($600 for a couple). It must be a pension from a government agency (e.g. social security, disability, armed forces) or from a company.
As a qualified pensionado retiree, you are entitled to significant discounts off the already mercifully low costs of living in Panama.
In addition, you are entitled to a one-time exemption from duties on the importation of household goods (up to $10,000) and an exemption every two years from duties for the importation or local purchase of a car.
Moreover, Panama's pensionado law stipulates that anyone entering the country as a qualified pensioner today is guaranteed the status so long as he chooses to stay in the country.
This is an important point. The law states that, should the requirements for this visa change at a later date, the changes will not affect anyone who has already acquired pensionado status (as long as the pensioner maintains the required minimum level of income).
Unlike in Costa Rica, where many American pensioners lost their status when the government did away with their pensionado laws, in Panama your pensioner status is protected.
